California's IVO law designates auditors. It does not require an audit.
SB 813 creates a Government Operations Agency designation program for Independent Verification Organizations, with agency deadlines through 1 January 2028. Section 8898.4 expressly does not require any developer, deployer, or operator to engage an IVO or undergo a covered AI audit.
