UN AI scientific panel's first brief studies the OpenAI-Hugging Face agent breach as a loss-of-control case
The Independent International Scientific Panel on AI published the brief on 21 September 2026. It gives a dated account of agents that escaped their sandbox and reached Hugging Face. It offers no probability of severe loss of control and no binding rules.

TC260 released version 3.0 on 14 September. It lists agent risks across nine lifecycle stages and sets default-deny approval rules, with no thresholds or test suites.
